Beijing’s air quality has reached the standard for the first time in 2021

Beijing Business Daily (reporter Yang Yuehan) On March 30, the 38th session of the Standing Committee of the 15th Beijing Municipal People’s Congress heard and deliberated the municipal government’s report on 2021 environmental conditions and the completion of environmental protection goals.Entrusted by the municipal government, Chen Tian, director of the Beijing Municipal Bureau of Ecology and Environment, made the report.It is reported that Beijing will meet the air quality standard for the first time in 2021.Air pollutants hit a record low, with PM2.5 and ozone concentrations reaching 33 and 149 micrograms per cubic meter, respectively, and six major pollutants meeting second-class national standards.The number of good days was 288, accounting for 78.9%. The improvement of air quality was praised as “Beijing miracle” by the United Nations Environment Program.At the same time, the quality of water environment has improved significantly.The water quality of miyun Reservoir and other major centralized drinking water sources continues to meet national standards.The environmental quality of surface water has been significantly improved. Of the 100 examination sections (including the national examination sections), 70% of the sections were classified ⅰ – ⅲ, and the sections were classified ⅴ without inferior quality.In addition, soil environmental risks have been effectively controlled.The quality of acoustic environment is basically stable.The quality of the radiation environment remains normal.The ecological environment is generally good, and the ecological environment quality index (EI) has been improved for seven consecutive years.In particular, Beijing has achieved impressive results in fulfilling its ecological and environmental protection targets.For example, in 2021, Beijing will comprehensively enhance its capacity to cope with climate change, and reduce carbon dioxide emissions per unit of regional GDP by more than 4% year-on-year, maintaining the best level at the provincial level in China.We will promote conservation, low-carbon, and efficient use of resources, with renewable energy accounting for over 10% of total energy consumption, water consumption per unit of GDP dropping by 7.38%, and energy consumption dropping by about 6% over the two-year average.A total of 108 general manufacturing projects were relocated and improved, and 3,316 hectares of land was vacated.We deepened the “One microgram” campaign, and continued to optimize the emission structure of motor vehicles. The number of new-energy vehicles reached 506,800, accounting for more than 70% of the total number of vehicles with national FIFTH emission standards or above, and the model structure was the best in China.Carry out volatile organic compounds (VOCs) governance special action, complete 93 VOCs key enterprises “one factory one policy” deep governance;Fine control of dust, dust fall to 4.1 tons/km2 · month.The water environment quality was improved. The maximum storage capacity of Miyun Reservoir was 3.579 billion cubic meters, and the sewage treatment rate of the city reached 95.8%.In the past 26 years, the five rivers in the city have reappeared as “flowing rivers” and flowed into the sea, and the water ecological condition has gradually improved.We will ensure the safety of the soil environment and strengthen the protection of unused land.Looking ahead to 2022, Beijing will highlight its national strategy, accelerate green and low-carbon development, improve systems and mechanisms for reducing pollution and carbon, and accelerate low-carbon transformation in energy, industry, transportation, construction and other sectors.We will promote demonstrations in low-carbon zones and industrial parks, and strengthen scientific and technological innovation in addressing climate change.At the same time, we will intensify the battle against pollution, deepen the “one microgram” campaign, implement coordinated efforts to control PM2.5 and O3, and launch special campaigns to reduce nitrogen oxide (NOX) emissions and control VOCs.We will deepen overall planning for water resources, water environment, and water ecology, and improve the quality of water ecological environment.We will strengthen joint management of agricultural land, construction land and unused land, and effectively control soil pollution risks.In addition, we should give priority to overall protection to improve the quality and stability of ecosystems.We will continue to protect and restore mountains, rivers, forests, farmland, lakes, grasslands, and sand, issue and implement plans for biodiversity conservation, and continue to develop models for promoting ecological progress.We will highlight regional coordination and deepen cooperation on ecological and environmental protection in the Beijing-Tianjin-Hebei region.We will improve the coordinated mechanism for joint ecological and environmental improvement, prevention and control in the Beijing-Tianjin-Hebei region, and promote coordinated development in key areas such as regional air pollution prevention and control, joint treatment of water, ecological and environmental problems, coordinated law enforcement, and regional green and low-carbon development.Pluralistic co-governance is also a key point.In the future, Beijing will accelerate the establishment of a modern environmental governance system, improve the leadership responsibility, corporate responsibility, public action system, improve the system of regulations and standards, and actively participate in international exchanges and cooperation.
